Express entry during COVID

Hi all,

I am an Indian passport holder, currently in the US on an H1B, like a lot of folks here. I’m hoping to start an application and move to Canada as soon as possible, but it looks like Express Entry is not open for people outside Canada.
The recent invitations since COVID seem to be all in the PNP category or Canadian Experience Class.

But from the posts here, it looks like a lot of people are still immigrating. Is it mostly people who already had an approved application?

Could I possible immigrate if I qualify in a PNP category?
