I’ve received my IELTS score today and ECA evaluation (B.Tech degree in India) is currently in progress, expecting to receive it by end of this month. Is ECA report required to create EE profile or can I go ahead and create EE profile?

yes, ECA report is needed to submit the EE profile. You will get a report number that you need to enter in the EE profile
