What is the best way to find a job ? Tried the job bank, but no success. The email ids given for contacting are gmail ids, I doubt if they are even being checked ?

Do you need a job offer at this stage? It gives you extra points, but not required to get your application approved.
If you are able to secure a job (applying online, reaching thru to your professional network, etc. - the usual ways) you can add the offer letter to your profile to get the additional points.
And the best way to secure a job would also depend on your field - some require licensing and certifications.
would it make sense to come to Canada and search for a job without PR or any kind of work visa ?
