PR for a Cancer survivor

Hello,

A friend of mine is exploring a move to Canada and applying PR via EE.
The only concern seems to be that he is a Cancer survivor (and ongoing treatment), and not sure whether there are medical grounds for PR denial based on that.
Standard PR Medical test does not include any of these tests, but since this will need to be disclosed, are there any chances that CIC will reject the PR based on the extensive burden this person will cause on the Canada Health system.

I guess it depends on the stage and type of cancer.
